General Busby was played by the Late Charles Macaulay. Best known for his work in the original Star Trek Series as Landruw in the episode "The Return Of The Archons" and as Jaris in the episode "Wolf in the Fold". His character in the film was never portrayed in the novel. Below is a brief description entirely excerpted from the press kit that was released to the press before the film initial release.

CHARLES MACAULAY is cast as four-star General Dale Busby, assigned the U.S. President to facilitate laser beam protection of the country.

Macaulay most recently portrayed World War II Brigadier General Lawrence de la Mesa Allen in "The Big Red One." His past roles have included other military figures, such as U.S. Navy admirals, in "Airport '77," also directed by Jerry Jameson, and in "Midway."
